Costa Rica Pensionado Residency: Income and Document Requirements

Costa Rica’s Pensionado temporary-residence category requires proof of a lifetime pension of at least US$1,000 per month. The key evidence is a document from a competent authority confirming the pension, its lifetime nature and its amount. A savings balance or regular transfer alone does not establish that requirement.

Check the pension itself

DGME’s published wording is a pension received on a lifetime basis, not less than US$1,000 monthly or the colón equivalent at the Banco Central selling exchange rate. Do not treat every retirement-account withdrawal, disability benefit or payment labelled Social Security as automatically qualifying. The actual award and supporting certification matter.

A disability pension may be relevant where it satisfies that standard. A benefit described as permanent should still be checked for its duration and conditions. If the certification is unclear, ask the issuing authority for accurate clarification; do not alter a letter or ask it to state something the award does not support.

Pensionado document checklist

• A written application identifying the applicant, request, current address and notification method, with the required signature or authentication.
• Proof of the US$50 application payment specified in the Pensionado checklist.
• Two recent passport-size photographs.
• A birth certificate issued in the country of origin, with the required apostille or legalization.
• A criminal-record certificate from the country of origin or the country where the applicant legally resided for the last three years. When using the latter, include the specified proof of legal residence.
• The relevant passport identity, entry-stamp and visa pages, where applicable, certified or checked against the original as DGME specifies.
• Certification from a competent authority demonstrating the qualifying lifetime pension and monthly amount.
• The applicable documents for each dependent.

Prepare the pension certification

Check that the certification identifies the pension recipient and establishes the monthly amount and lifetime nature of the pension. Compare the identity details with the passport and other records. Bank statements may help you understand receipts but should not replace the certification required by DGME.

DGME says a pension certification issued abroad must be legalized and authenticated or apostilled. Confirm the correct route for its country and issuing authority. Non-Spanish documents also require the appropriate Spanish translation. Resolve the document format before paying for translation or authentication.

Family applications

The checklist includes a spouse’s marriage certificate with the required formalities. Parents submit applications for minor children. Adult children with disabilities require a medical opinion and, where applicable, the judicial guardianship certification described by DGME. Check the requirements for each family member individually.

Fees and living costs are different

The US$50 application payment is not the complete cost of obtaining residence. DGME’s general instructions also identify a US$200 payment for a change from nonresident status where applicable. Document issuance, authentication, translation and later documentation may involve separate costs. Confirm current official payment instructions before paying.

Submission, tracking and later obligations

Keep a complete copy of the submission, the receipt and the expediente number. Monitor the notification method recorded with DGME. Approval is not guaranteed by a complete-looking file, and this guide does not promise a decision in a fixed number of months. See the application stages and tracking guide.

After approval, follow the resolution and the applicable documentation instructions. Check work, travel, renewal and health-insurance questions separately for your status. Do not assume a Pensionado application grants unrestricted work rights or travel privileges in another country.
