Costa Rica Residency Timeline

A Costa Rica residency timeline has several separate stages: preparing documents, submitting the application, responding to official requests, receiving a decision and completing the required documentation afterward. An estimate that combines all of these into one number can be misleading.

This guide explains what to track and what to check if progress seems slow. It does not promise a decision date or quote a current average processing time. Official sources were reviewed on 7 September 2026.

What the regulation says about timing

The Reglamento de Extranjería sets several separate clocks. Knowing which one applies to you tells you what to expect, and what can stop the clock altogether.

Residency: three months, once the file is complete

Article 27 says the DGME will resolve a residency application within a maximum of three months once the applicant has met all the requirements for the category. If the application was filed abroad or at a regional office, the three months run from the day the documents reach the DGME’s central offices.

The clock starts when the file is complete, not when you hand it in. Most stories of residency taking a year are files that sat incomplete: a missing apostille, an expired police certificate, a document from the wrong authority.

An incomplete file: ten working days

Article 28 gives you a maximum of 10 working days to complete an incomplete application. Within that period you can ask, in writing, for more time to bring the missing requirements. If the deadline passes without the file being completed, the application is declared inadmissible and archived, and you start again.

Tourism extensions: five working days

Article 29 is a different clock. A request to extend a tourist stay (and some special business-worker categories) must be filed before your authorised stay runs out, and is resolved within five working days of a complete filing.

After approval: 90 days to get documented

Approval is not the finish line. Under Article 172, once you are notified that your residency is approved you must go, by appointment, to be documented and receive your DIMEX. If 90 days pass from that notification without you appearing, the DGME begins the process of cancelling the status it granted.

Ignoring a request can close your file

In April 2026 the DGME issued Resolución DJUR-0198-04-2026-JM. It closed DIMEX procedures (first issue, renewal or duplicate) that had stalled for more than six months because the applicant did not respond to a request, sent by telegram, to complete the requirements. Permanent residents on that list may apply again. Temporary residents and most special categories cannot renew, because their status has lapsed: the law requires the document to be renewed within three months of its expiry (Law 8764, Article 129).

The lesson is simple: open everything Migración sends you, and answer inside the deadline it gives.

Track stages, not an assumed approval date

Stage What to record
Preparation The category checklist, document issuer, authentication and translation arrangements.
Submission Your receipt, expediente number, submitted documents and notification method.
Follow-up Each official request, its stated deadline, your response and proof of delivery.
Decision The actual resolution and any instructions attached to it.
Documentation The requirements and appointments applicable after approval, separate from the application decision.

Use the dates from your own records. Someone else’s application is not a reliable forecast for yours. Ask what stage an estimate refers to and whether it is an official deadline, an observed experience or a planning assumption.

How to check your expediente online

Open DGME’s Consulta de Expedientes. The form asks for Puesto Migratorio and Número de Expediente. Its notice explains that the portion before the hyphen identifies the puesto, where the process began, and the portion after the hyphen is the sequential file number.

  1. Find the expediente number on your official receipt or correspondence.
  2. Enter the two parts in the corresponding fields, following the form’s instructions.
  3. Check the displayed information against your own records.
  4. Keep a dated note of the result and any question you need to clarify.

The public lookup is not a guarantee of instant updates, a complete copy of your file or permission to disregard a notification. Do not infer approval, a fixed number of days remaining or a travel entitlement from a brief status label.

If the file is not found or the status seems unchanged

First check the number and the division at the hyphen. Confirm that you are using the expediente number rather than another receipt or identity number. A technical error or an unchanged screen does not, by itself, establish that the application has been rejected or that no work has occurred.

DGME’s service page lists 1311 and its central telephone, +506 2299-8100. Use official contact channels to ask what information is available. Keep personal identifiers out of public comments and social-media screenshots.

Review the record before assuming the cause of a delay

Make a short chronology: submission date, notification dates, responses and confirmations. Ask whether an official request is outstanding and whether the notification details in the file are correct. If you use a representative, ask for copies of the relevant correspondence and proof of submitted responses.

Compare the documents with the current DGME general and category-specific requirements. Do not order replacements solely because an old article says every foreign document expires after six months. DGME’s general instructions include specific treatment for older birth certificates and mismatched identity details.

Where there is a deadline, adverse decision or concern about delay, obtain advice based on the actual file and applicable procedure. This guide does not determine whether a legal time limit has been exceeded or which remedy applies.

Travel, work and lawful stay need their own checks

A pending application, receipt or online result should not be treated as a universal answer to questions about remaining in Costa Rica, leaving and re-entering, working or driving. Check the rules applicable to your particular situation before relying on an assumption. Do not substitute a processing estimate for that review.

After the decision

Read the resolution and the applicable DGME documentation guidance. Approval and delivery of an identity document are different milestones. Confirm the instructions, documents, payments and appointment arrangements that apply; do not assume same-day card issuance.

  • Which issues require separate advice before I make travel or work plans?
