A pending Costa Rican residence application creates a different travel question from an approved residence card. Before leaving, confirm how DGME will assess your return using your nationality, passport, application stage and intended return date. An application receipt should not be described as a universal permission to board a flight or re-enter.
Identify your exact immigration position
- Initial application pending: you have submitted a request but should not describe it as an approval.
- Approved, documentation pending: retain the actual approval and ask what travel documentation is accepted before your first DIMEX is issued.
- Existing residence: check the card’s validity and any renewal or status decision separately.
The conditions of your stay inside Costa Rica and the documents needed to return from abroad are separate questions. This guide does not infer one from the other. Ask about both if your travel dates overlap an expiry, interview, document request or decision.
Do not assume a fresh 180-day stay
There is no universal standard 180-day tourist stay for every nationality or every return. The official visa directives distinguish nationality groups, visa conditions and authorized stays. The maximum applicable to a visitor is not a guaranteed grant at the border. Our tourist entry guide explains those distinctions; it does not establish a special rule for every pending resident.
Likewise, a short trip across a border is not a guaranteed reset of immigration permission. Do not plan a journey around an assumed 72-hour absence, a universal extension fee or an automatic extension period. Customs allowances concern goods and should not be used as evidence of an immigration admission rule.
A pending application is not a visa exemption
DGME’s resolution D.JUR-220-05-2024-JM-ABM, dated 17 May 2024 and published on 12 June 2024, contains a specific instruction in section SEXTO, B.2. It directs people with a pending regularization application who require an entry visa under the visa directives to obtain it through the relevant Costa Rican consulate. The text expressly covers both applicants waiting abroad and those leaving Costa Rica temporarily before returning.
This published instruction explains why a filing receipt should not be treated as a visa waiver. It does not mean that every nationality needs a visa, nor does it make a pending applicant an approved resident. Ask the consulate or DGME to confirm the current visa requirement, any applicable exemption and the procedure for your nationality and travel date.
Read the official DGME resolution reproduced by PGR. We verified the published 2024 text on 8 September 2026. A complete check of subsequent amendments or case-specific operational instructions was not available during this review, so this dated provision should be confirmed for a present journey rather than treated as an unconditional current checklist.
Questions to confirm before booking
- Explain your nationality, passport details, file number, requested category and exact application stage to DGME or your qualified adviser.
- Ask what passport validity and visa conditions apply to your return in that position.
- Ask whether the application receipt, approval or other document is relevant, and what it does and does not establish.
- Check whether a pending interview or request for documents requires action while you are away.
- Confirm the carrier’s boarding-document requirements and the entry or transit rules of any other country on the route.
This is a preparation list of questions, not a verified DGME entry checklist for pending applicants. Keep the written response and check that it addresses your return date and actual status, rather than a different category of traveler.
If your circumstances change while abroad
Monitor your case and retain any decision or notice received. If your passport changes, approval arrives or a document expires, seek updated advice before traveling back. Do not rely on a screenshot of an earlier conversation as proof that a new situation has been assessed.

Use DGME for the current border-control instructions applicable to your case. The General Immigration Law 8764 supplies the legal framework, while operational documentation questions require the relevant current instructions. A general visitor directive must not be treated as a complete answer about a pending Costa Rican residence application.
