Costa Rica Immigration Files, Certifications and Interviews

Request the immigration document that answers your actual question. A copy of your application file, a certification of immigration status and a record of border movements are different products. This guide explains how to identify the request, prepare a useful enquiry and organize the response from Costa Rica’s Dirección General de Migración y Extranjería (DGME).

The procedural sources linked here are official DGME publications from 2022 and 2024. Their indexed text was reviewed on 8 September 2026, but direct access to DGME was unavailable during this review. Confirm today’s submission channel, fee and office arrangements with DGME before sending documents or making a payment. We do not treat an older publication as a confirmed current appointment schedule.

What an immigration file copy is for

Your file, or expediente, concerns the application and documents handled in the immigration proceeding. Reviewing it can help you identify what was submitted, which notices were issued and what remains to be addressed. It does not by itself establish that a pending application has been approved.

DGME’s 2024 administrative resolution, section 6.2, distinguishes review of physical files by the foreign person or an accredited representative. It limits that service’s departmental scope and says a file-review appointment does not include other transactions. Check which office actually holds your file and whether it is physical or digital.

Prepare a precise file enquiry

  • Identify the person whose file is requested, the application number and the type of application.
  • Explain whether you want to inspect the file, obtain particular pages or obtain a complete copy.
  • Ask whether ordinary or certified copies are appropriate for the institution that needs them.
  • If someone will act for you, ask what proof of representation that office requires.
  • Confirm how you will be notified and how documents are collected or delivered.

These are preparation questions, not a universal document checklist. Do not order new birth certificates or police records merely because you need a copy of an existing file. First establish what identification, representation and request formalities apply to the service you are using.

Visa-unit files should not be confused with residence files. DGME’s 2022 resolution separately discusses consultation and photocopies in the Visa Unit. A procedure published for that department is not automatically the procedure for every DGME file.

Certification of immigration status

A status certification answers a different question from a bundle of application documents. Section 6.1 of the 2024 resolution describes a digitally signed status certificate and identifies the person’s name, nationality and DIMEX number, where held, as request information. Confirm the current process with DGME rather than copying an old payment instruction into a new request.

Before requesting it, ask the receiving institution exactly what it needs certified. Keep its written instructions. If it wants evidence of a pending application, a historical period or a particular approval, explain that scope instead of assuming any immigration-related certificate will be accepted.

Check the received document against your identity and the purpose of the request. A passport number may have changed since the original application; keep earlier identity details available to explain the connection. If you find an error, retain the original response and ask the issuing authority how to correct it. Do not edit an official PDF yourself.

Certification of movimientos migratorios

Movimientos migratorios concerns recorded entries and exits. In its 2022 resolution, DGME directs ordinary requests to its online services and distinguishes enquiries concerning older records and corrections. This is an immigration travel record, not a criminal-background certificate.

Start by identifying the date range and the name and passport numbers used during that period. Tell the receiving institution if your travel history includes more than one passport or a changed name. Ask whether it needs an official certification and what period it must cover. For a nationality application, follow TSE’s requirements for that specific route rather than guessing from the date of your first visit.

Review the entry and exit dates and any gaps carefully. Keep supporting travel documents, including old passports and travel confirmations, available for a discrepancy enquiry. These materials can help explain the issue; they do not authorize you to change the official record or establish how an authority will calculate eligibility.

Preparing for a residency or immigration interview

Prepare for the interview actually requested in your case. Do not assume that every residency category has the same interview or that a general medical examination is always part of it. The 2024 resolution specifically discusses marriage-based residency interviews and distinguishes physical applications from digital-platform scheduling. Follow your own notice and its deadline.

Read the appointment message fully, including who must attend, the location or platform, identification requested and any supporting evidence. If an instruction is unclear, raise it before the appointment. For a language or accessibility need, ask how it can be accommodated; do not assume an accompanying person may speak for you without confirmation.

Review the information already submitted so you can answer accurately about your circumstances. For a marriage-related interview, discuss genuine dates and facts you know, and identify records that clarify them. Avoid memorized invented answers. If you do not remember a detail, say so and ask whether a document can clarify it. The purpose of preparation is accurate communication, not producing a rehearsed story.

Keep your appointment proof and a record of any instructions received afterwards. If additional documents are requested, record the exact requirement, the notified deadline and how the response must be submitted. An interview’s completion should not be mistaken for approval: retain the eventual written decision separately.

Finding the official immigration website and instructions

The official starting point is migracion.go.cr. Use the authority’s service information and linked platforms for the particular transaction. Check the address carefully before uploading identity documents or entering payment details. A search result, an advertisement or a private immigration company is not itself a government instruction.

When an official page links to a PDF, check the document’s title, date and department. A resolution about temporary administrative measures, a visa leaflet and a residence-category checklist may have different scopes. Save the instruction relevant to your request together with the date you consulted it, then check for a newer notice before acting. If the website is unavailable, seek clarification from the authority instead of assuming that an older screenshot is still applicable.

Keeping a useful record of the process

Keep a simple log: request date, service requested, file number, proof of submission, payment receipt where applicable, response received and next action. Store identity records securely and send them only through the channel confirmed for the procedure. If you use a representative, agree how you will receive copies of submissions and government notices.

Using TRAMITE ¡YA! for a digital immigration application

RACSA describes Migración Digital as a service for foreign applicants or their representatives, accessible through its TRAMITE ¡YA! platform. Begin at RACSA’s official service page and follow its immigration link. Check the listed procedure before creating a submission: a platform account is not a residence approval, and a digital service does not mean every immigration transaction is available there.

Prepare readable files, use consistent identity details and keep your own copy of everything uploaded. Separate the initial personal registration from the completed application and from the final decision. Record each confirmation and check for a request to correct or add documents. If a representative files for you, agree who monitors notifications and how you receive copies.

Do not create a duplicate application merely because an existing physical file cannot be viewed in a digital account. Ask DGME which channel controls that existing case. Before paying, confirm whether an amount is a government charge, a platform charge or a representative’s fee; retain the corresponding receipt. If the site reports an error, save the message without exposing identity information and contact official support.

Passport stamps, scanning and missing entry evidence

DGME immigration officers determine admission and the authorized stay; the passport-control question should be directed to immigration, rather than the customs desk handling goods declarations. Passport scanning, an ink stamp and an official record of your arrival are different things. Do not infer from a missing or unclear stamp that you have no entry record, or that you may stay indefinitely. Record the date, border point and passport used and ask DGME to clarify the authorized stay if the evidence is unclear. Retain tickets and travel confirmations for that enquiry.

The May 2024 DGME resolution’s passport-copy provision calls for the identity/photo page and the visa page where a visa is required. That filing instruction is not an announcement abolishing border stamps. We could not verify a current official rule saying all Costa Rican airports have stopped stamping passports. Do not rely on a blanket “stampless passports” claim when preparing an application or calculating a departure date.

If a receiving institution requires certified entry and exit history, ask about the movimientos migratorios service described above. Explain any old passport numbers or name changes so the request covers the correct records. A private itinerary can support an enquiry but does not replace an official certification. Keep the questions about admission and authorized stay with DGME rather than assuming a baggage or customs transaction resolves them.

A name change or discrepancy on your DIMEX

First distinguish a spelling mistake, a legally changed name and recognition of gender identity. Keep the old and new identity documents and the record explaining the change. Ask DGME which correction or replacement procedure applies to your case before paying for a new card. A marriage certificate or a new passport should not be assumed to update every Costa Rican record automatically.

A specific decree published in La Gaceta on 18 January 2019 regulates recognition of gender identity in the DIMEX. It addresses changes to the given name, image and gender reference, with a form and documentary provisions including exceptions. Its scope is not a universal surname-change checklist for every resident.

For travel while records differ, ask the issuing authorities what evidence connects the identities and verify the names used on tickets and travel documents. Do not edit a card, certification or official PDF yourself. After a correction, check the new document and ask the relevant institutions how to update their separate records.

Current stamping practices and individual DIMEX correction requirements should be confirmed with DGME; neither is presented here as a newly announced 2026 policy.

Reading immigration updates from 2024 and 2025

A year in an article title is not evidence that every requirement changed that year. Identify the issuing authority, instrument number, publication date and affected procedure. The following two official publications have different scopes and should not be combined into a universal new-residency checklist.

2024: DGME administrative procedures

Resolution D. JUR-220-05-2024-JM-ABM was issued on 17 May 2024 and published on 12 June 2024. Its subjects include physical and digital filing, document presentation and review, and specified services of the immigration, visa and refugee units. The official PGR copy sets out its scope. The sections above explain practical distinctions in its file-review, passport-copy and interview provisions.

Use that resolution alongside the governing category requirements and later amendments. A procedure for a physical residence file does not necessarily apply to a visa-unit request or a digital account. When an instruction cites an older resolution, ask which provision remains applicable to your transaction.

2025: visa groups and permission to enter

DGME directive AJ-484-11-2025, published on 17 November 2025, addresses visa groups, passport validity, entry conditions and specified exceptions for non-residents. It is an entry directive, not a grant of residence to everyone who meets a visitor rule. Read the official ICODER-hosted copy and our tourist-visa guide.

Compare your nationality and actual proposed activity with the relevant section. Do not use an entry maximum as a residence-processing estimate, or a visa exemption as permission to work locally.

What to recheck before a new application

Keep the source and date beside each checklist item. Recheck the category, filing channel, document validity and any transitional provision before submission.
