The best internet provider in Costa Rica is the one that can serve your exact address with a plan that meets your needs. National averages and a neighbour’s connection cannot confirm availability at a particular house. Check coverage before committing to a rental or purchasing equipment.
Which internet providers should you check?
Start with these official service pages. This is a comparison shortlist, not a ranking or a promise that every company serves your property.
- Kölbi / ICE: home internet, including fibre plans.
- Telecable: residential internet and television packages.
- Liberty: home internet options and coverage enquiries.
- Claro: home fibre services and availability checks.
- Coopelesca: internet services in its coverage area; its FAQ explains membership and availability checks.
- Starlink: satellite plans subject to address, equipment and plan conditions.
Also ask which local or cooperative operators serve the property. A provider’s presence in a town does not establish that it can connect every nearby road or building.
Fibre, cable, wireless or satellite?
Kölbi and Claro advertise symmetric fibre options, meaning the advertised upload and download rates match for the applicable plan. Confirm the actual speeds offered at your address. Fibre availability should not be inferred from a general mobile coverage map.
For cable, copper or wireless offers, ask for the access technology, download and upload rates, data allowance and any restrictions. A fast download headline alone will not tell you how the connection handles video meetings or large uploads.

What does home internet cost?
Use a written quote for your address. As checked on 6 September 2026, Coopelesca’s page listed 150-mega fibre at ₡19,000 monthly and 300-mega fibre at ₡22,500, including taxes and charges. Its offers include television benefits and have coverage and membership conditions.
Telecable’s home page listed a 300 Mbps plus TV package at ₡29,990 monthly, marked tax-inclusive. These examples are different packages, not a like-for-like ranking. Promotions, availability and prices may change.
Compare the total over the period you expect to stay, including installation, equipment, taxes, optional services and the price after any promotion. Ask whether equipment is purchased, paid in instalments or rented; do not assume one arrangement applies to every provider.
Confirm coverage before signing a lease
Give the operator the full address and any requested location details. Ask for technical feasibility and an installation estimate. Kölbi’s coverage guidance expressly recommends confirming availability for the residence, and Liberty’s ordering process includes a feasibility check.
If a connection already exists, ask the landlord which company, plan and account arrangement it uses. Test it in the room where you will work, preferably at more than one time of day. A speed test measures that connection at that moment; it does not guarantee future performance or a new installation.
Account requirements and contracts
Ask the chosen provider which identification, address documents and payment methods it accepts for your circumstances. Get confirmation before relying on a passport, transferring an account or arranging for a landlord to remain the account holder. Put any shared billing and cancellation responsibilities in writing.
SUTEL’s consumer guidance explains that customers should receive clear information about tariffs, promotions, service quality, minimum terms and applicable penalties. Read the specific offer and request a copy of the contract; SUTEL also provides registered contracts.

- Is there a minimum term or an equipment balance?
- What happens if you move to an address without coverage?
- How do you cancel, and what equipment must you return?
- Which support channel provides a reference number?
Set up a practical remote-work connection
Test video calls and uploads as well as browsing. Compare a wired connection with Wi-Fi to identify indoor coverage problems before paying for a faster plan. Ask about router placement or additional access points if some rooms have weak reception.
If losing connectivity would interrupt your work, assess a suitable power backup and a second connection. Confirm that a mobile backup has usable signal and sufficient data at the house. A second service is most useful when it does not share all the same failure risks.
If service falls short
Keep the contract, bills, test results and support reference numbers. Describe when and where the problem occurs, and whether it also occurs over a cable. Use the provider’s complaint process and consult SUTEL’s official complaint instructions for the applicable escalation procedure.

Mobile providers in Costa Rica: Kölbi, Claro and Liberty
For a local mobile connection, compare Kölbi, Claro and Liberty using SUTEL’s quality map and each provider’s address-level coverage information. SUTEL’s 2025 mobile-network report covers 3G and 4G measurements. It is not a current 5G ranking, and a national average cannot tell you which network works best inside your home.
Test calls and data where you actually live and travel before committing to a long contract. Home fibre and cellular coverage are separate services. Check the network, handset compatibility and indoor signal rather than assuming a home-internet provider’s package establishes mobile reception.
Prepaid SIM, eSIM or a monthly plan?
Claro’s prepaid page and Kölbi’s tourist SIM page are useful starting points. Check validity, ordinary data, app-only allowances, calls and renewal terms separately. A reload balance is not necessarily an activated data package. Confirm the final tax-inclusive price at purchase; promotional headlines and detailed conditions can differ.
Claro publishes eSIM guidance for prepaid and postpaid service. Availability for your exact phone, activation method and accepted identification still need confirming. A phone must support the service and be unlocked for the intended operator. Use the provider’s official activation channel and ask how to recover service after a lost or replaced phone.
International phone plans when moving to Costa Rica
Compare three options: keeping your home carrier’s roaming plan, adding a local SIM or eSIM, or buying a travel-data plan. There is no single best international plan for every move. Ask your home carrier whether prolonged overseas use is permitted, what fair-use or speed limits apply, and how receiving calls, voicemail and text messages is charged.
For a travel eSIM, verify the underlying local network, whether it includes a local number and ordinary voice calls, hotspot permission, data expiry and support. For a dual-SIM setup, choose the data line deliberately and disable unwanted roaming on the other line. Keep a way to receive banking verification messages before cancelling an old number; do not assume every service accepts internet-based numbers.

Satellite TV in Costa Rica: what can you actually order?
Satellite television and satellite internet are different services. A dish used for television does not automatically provide household internet, and a satellite internet subscription does not automatically include pay-TV channels. Compare the actual product and equipment, not just the word “satellite” in an advertisement.
Claro Costa Rica’s television page advertises satellite TV. Because that page also includes internet-related marketing, ask the provider for a written quotation stating whether you are buying television alone or a bundle. Confirm installation feasibility at the specific address, receiver costs, channel list, total monthly price and cancellation terms.
Compare satellite with a fixed-network TV package
Kölbi’s current TV service is another option to investigate where its network can serve the property. Kölbi explicitly ties installation to network availability and equipment. Do not assume that a province appearing on a coverage list means your street or home can be connected.
Questions for English-speaking households
- Are your specific channels included, and are original-language audio and subtitles offered for the programs you watch?
- How many televisions are covered and which receiver or app does each need?
- Does the offer require a fixed-term contract or another service?
- What equipment must be returned when you cancel or move?
- If you prefer streaming, is the service licensed for use in Costa Rica and is the home connection reliable enough for simultaneous viewers?
Keep a copy of the quotation and channel list with the contract. Promotional pricing is less useful than a clear total after the promotion ends. A practical home setup also considers power interruptions and the location of the router; buying a television package does not fix weak Wi-Fi inside the house.
