Permanent Residency in Costa Rica Explained

Permanent residency in Costa Rica is a distinct immigration category. You must apply and show that you qualify; reaching an anniversary or buying property does not automatically change your status. The starting point is the permanent-residence section of DGME’s official requirements.

Who can apply?

DGME lists three routes: a foreign national, spouse and first-degree blood relatives who have held temporary residence for three consecutive years; specified family relationships with a Costa Rican citizen; and cases in which the Restricted Visa and Refuge Commission grants this status.

For the Costa Rican family route, DGME lists parents, minor children or adult children with a disability, and minor siblings or adult siblings with a disability. Use the authority’s actual list rather than assuming every adult relative qualifies. Marriage to a Costa Rican is a separate temporary-residence category; marriage alone is not the same as immediate permanent residency.

Changing from temporary to permanent residence

If you are a Pensionado, Rentista or Investor resident, check your approval and residence history with DGME to establish the three consecutive years. Years spent visiting as a tourist do not establish that temporary-residence history. Prepare the application for the change instead of assuming a routine card renewal accomplishes it.

For investors, maintain the obligations of your existing category while the change is being considered. Do not sell the qualifying investment on the assumption that eligibility to apply is already approval. Documents for the application

DGME directs permanent-residence applicants to its general requirements as well as the category-specific evidence. Prepare a signed request identifying the category, the required passport and personal records, photographs, and the evidence of your eligibility. Where you rely on a Costa Rican family relationship, DGME specifies a Costa Rican Civil Registry certificate issued no more than two months before submission. It also lists medical evidence and, where applicable, a judicial guardianship certificate for an adult sibling with a disability. Confirm the documents relevant to your own route; not every applicant needs the same family records.

Permanent residency fees and budgeting

The official permanent-residence section lists a US$50 application payment or its colón equivalent. That is an application item, not an all-inclusive price for residency. Other applicable payments, documentation, authentication, translation and professional services must be checked separately. Confirm the current payment instructions and your post-approval requirements before paying.

Work and business ownership

DGME states that granting permanent residence allows paid employment or intellectual work. This is a work-rights benefit of the approved status. It does not mean an application receipt grants those rights.

If you plan to own and actively manage a business, review both your immigration permission and the business’s own requirements. Permanent residence does not replace business registration, relevant permits or professional licensing. Ownership and permission to perform particular work are separate questions.

Does permanent residency mean citizenship or voting rights?

No. Residence and citizenship are different statuses. Costa Rican electoral rights depend on citizenship and the applicable electoral rules, not simply having a permanent-resident DIMEX. After filing and approval

Keep your filing confirmation and respond to DGME notices. Our residency timeline guide explains the stages without promising an approval date. After approval, follow the resolution and current DIMEX instructions, including the applicable CCSS requirements. Permanent status still involves keeping your immigration documentation current.
