Can Buying a Home in Costa Rica Qualify You for Investor Residency?

Many people who move to Costa Rica buy a home — and a question that comes up frequently is whether that purchase can also serve as a path to legal residency. The answer is yes. Under the Investor (Inversionista) residency category, purchasing qualifying property can meet the investment threshold — but the details matter significantly.

The Investment Threshold: $150,000

The Inversionista category requires a qualifying investment in Costa Rica of at least $150,000 USD. This is not a deposit or an escrow amount — it is the value of the investment as determined and accepted by DGME. Real property is the most common investment type used for this category. A home, land, or commercial property valued at or above the threshold qualifies — provided the investment is properly documented, registered in the National Registry, and valued to DGME’s satisfaction.

What Counts as a Qualifying Investment?

Beyond real property, other investment types that have qualified under the Inversionista category include: registered shares in a Costa Rican corporation (S.A. or S.R.L.) with documented capital contributions; agricultural or agro-industrial projects; tourism development projects; and approved financial investments in Costa Rican institutions.

The common thread is that the investment must be real, registered, and verifiable. DGME reviews the actual documentation — property deeds, corporate registration, capital contribution records — and makes its own determination of the investment’s value. Simply claiming an asset is worth $150,000 is not sufficient; the registered value must support the application.

Property Specifically: What DGME Looks At

For property-based applications, DGME examines: the property’s registered deed in the National Registry of Costa Rica; the property’s registered fiscal value (valor fiscal); and evidence that the property is registered in the applicant’s name or in a Costa Rican corporation controlled by the applicant.

The fiscal value recorded in the registry is often lower than the actual market value. DGME may request an independent appraisal to establish value. Working with a real estate attorney and an immigration attorney together — before closing on a property — helps ensure the purchase is structured in a way that will support a residency application.

The Ongoing Requirement: The Investment Must Be Maintained

The Investor residency is tied to the investment. If you sell the qualifying property or dissolve the qualifying investment, you no longer meet the residency criterion. DGME can review your qualifying investment at renewal. Disposing of the investment without replacing it with a new qualifying asset can result in denial of your renewal. Investor applicants need a long-term plan for the investment — not just a purchase.

Documents Required for Investor Residency

In addition to the standard documents required for all residency applications — valid passport copies, apostilled criminal background check, apostilled birth certificate, photographs — the Investor application requires documentation of the qualifying investment. For property: a certified copy of the property deed, National Registry certification confirming ownership, and evidence of the purchase transaction.

Work Rights Under Investor Residency

Unlike the Pensionado and Rentista categories, the Investor category generally permits work activity within the context of the investment. An investor who owns a business may work within that business. The scope of permitted work activity should be confirmed with your attorney — it is not unlimited, and it is tied to the qualifying investment.

From Investor Residency to Permanent Residency

After three years of continuous legal Investor residency, the path to permanent residency opens — the same timeline as other temporary residency categories. Permanent residency is indefinite and does not require maintaining any specific investment threshold.

The Three-Month Resolution Standard

A complete Investor residency application should be resolved by DGME within three months under Article 27 of the Immigration Law. A complete file means every required document has been submitted and accepted. An incomplete file does not start that clock.
